Ok, Those in the US need to know that NED stands for Non Educated Delinquent. It’s one of those British terms kind of along the lines of hooligan or skalliwag. Neds tend to roam around the streets jacked up on cheap cider and speed looking for trouble. They do actually tuck their track suits into their socks and have a tendency to adorn their bodies with lots of cheap jewelry. I believe they are most commonly known to inhabit Glasgow but can be found in different variations all throughout the UK. With that being said Glasgow is actually a super city! but this guy takes the piss out of it in just the right way.
